Section 42. Temporary appointment of officers.

42. Notwithstanding anything in this Act, and until such time as the authorities are duly constituted, the Vice-Chancellor, may, subject to the prior approval of the Chancellor, appoint any officer 31[or constitute any committee] temporarily to exercise, perform and discharge all or any of the powers, functions and duties of such Authorities under this Act.
