Section 23. Keeping a public conveyance without a licence.

23. Any person who- (a) keeps or lets for hire any public conveyance without a licence granted by the Commissioner of Police in this behalf and for the time being in force, or (b) who keeps or lets for hire any public conveyance on which the number and other particulars required by section 3 are not clearly inscribed in the prescribed manner, shall be punishable with fine which may extend to one hundred rupees.
