21. A person shall not be entitled to obtain compensation under section 20 on account of any building erected on, or contract made, or other thing done with respect to, land included in scheme, after the date of the publication of the notification under section 10 47[XXX] or section 12: Provided that this provision shall not apply to any building erected, contract made or other thing done in accordance with a permission granted under section 17.
