Validity of the acts an proceedings of the Board No act or proceeding of the Board shall be questioned or deemed to be invalid by reason merely of any vacancy in or any defect in the constitution of the Board or that it is discovered subsequently that some person who was not entitled so to do, attended, voted or otherwise took part in the proceedings.
