Section 13. Punishment for non-memorandum

13. Punishment for non-memorandum The Registrar who willfully fails to file the memorandum pursuant to section 5 or 6 shall on conviction, be punished with imprisonment for a term which may extend to three months or with fine which may extend to one thousand rupees or with both.
