Section 21. Penalty

21. Whoever contravenes Section 15, Section 17 and Section 18 provision of this Act shall, without prejudice to be punishable with imprisonment for a term which may extend to 2 years, or with fine which may extend to one lakh or with both and where the offence is a continuing one, with a further fine which may extend to five thousand for every day after the first during which such offence continues.
