Section 12. Fee and allowances to members of the council and the Executive committee.

12. There shall be such fees, allowance and traveling allowances paid to the President, the Vice President and other members of the council, and to the members of its Executive Committee, for attendance at meetings, as shall from time to time be prescribed.
