Section 28. Court competent to try offence, under this Act and take cognizance of offence

28. (1) No court other than the court of a Chief Judicial Magistrate, or Magistrate First Class shall take cognizance of, or try an offence, under this Act. (2) No court shall take cognizance of any offence under this Act except on a complaint in writing by an officer empowered by rules made in this behalf.
