13. (1) 1[The Registrar, Deputy Registrar and Assistant Registrar shall be appointed by the State Government through ‘Centralised Service Rules’ in such manner and on such terms and conditions as may be prescribed.] (2) The Registrar shall have the power to enter into and sign, agreements, authenticate records on behalf of the University.
