20. Proceedings of Council not to be invalid on the ground of defect in Constitution etc. The Council shall have power to act, notwithstanding any Vacancy in the membership, or any defect in the constitution thereof, and the proceedings of the Council shall be valid notwithstanding that some person, who was not entitled to be a member had sat, voted or otherwise taken part in the proceedings of the Council.
