3. Nothing in the Act shall apply to recruitment to any post—
(a) in the Secretariat of the State Legislature;
1[(b) under the high court];
(c) under the State Public Service Commission;
(d) under the Lokayukta appointed under the Uttrakhand Lokayukta Act, 2014;
