29. Act not to be invalidated by informality, vacancy, etc.- No act done or proceeding taken under this Act by the Jal Sansthan or a committee appointed by the Jal Sansthan shall be invalidated merely on the ground of- (a) any vacancy or defect in the constitution of the Jal Sansthan or any committee thereof; or (b) any defect or irregularity in the appointment of a person acting as a member thereof; or (c) any defect or irregularity to such act or proceeding, not affecting the substance.
