Section 20. Time and place of meeting of Board

20. The Board shall meet at such time and place and every meeting of the Board shall be summoned in such manner as may be provided by the regulations : Provided that until regulations are made, it shall be lawful for the President to summon a meeting of the Board at such time and place as he may deem expedient by a letter addressed to each member on a clear notice of fifteen days.
