Section 48. Court competent to try offences under this act and cognizance of offences

48. (1) No court other than the court of a Magistrate of the first class shall take cognizance of, or try an offence under this Act. (2) No court shall take cognizance of any offence under this Act except on a complain t in writing of an officer empowered by rules made in this behalf.
