55. (1) The State Government [or State Authority]3 may by notification in the Gazette, make rules for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters; namely – [(a) the levy of fee on a memorandum of appeal under sub-section (5) of section 15 or under sub-section (23) of section 27;]1 (b) the procedure to be followed by the [Chairman]2 in the determination of betterment charge and the powers that it shall have for that purpose; (c) any other matter which has to be or may be prescribed by rules.
