Section 11. Establishment of reformatory settlements, etc.

11. (1) The State Government may establish and maintain industrial, agricultural or other settlements for the purpose of reforming of habitual offenders. (2) The State Government may also certify any privately managed settlement to be fit for the reception of habitual offenders.
