Section 14. Acts not to be invalidated by informality, vacancy, etc.

14- No act done or proceeding taken under this Act by the an Avas Samiti or a committee appointed by the Board shall validated merely on the ground of- (a) any vacancy or defect in the constitution of the Board, Avas Samiti or committee; or (b) any defect or irregularity, in the appointment of a person acting as a member thereof ; or (c) any defect or irregularity in such act or proceeding not affecting the substance.
