Section 22. Validity of the acts and proceedings of the Board

22. No act or proceeding of the Board shall be questioned or deemed to be invalid by reason merely of any vacancy in or any defect in the constitution of the Board or that it is discovered subsequently that some person who was not entitled so to as attended, voted or otherwise took part in the proceedings.
