427- No person who knows that any private market has been established without the sanction of the Mukhya Nagar Adhikari, or is kept open after a licence for keeping the same open has been refused, cancelled or suspended by the Mukhya Nagar Adhikari, shall sell or expose for sale therein any animal or articles of human food or any livestock or food for livestock.
