Section 24. Vacancies amongst members or defect in constitution not to invalid-date acts or proceedings of the Board

24. No act or proceeding of the Board shall be deemed to be invalid by reason only of the existence of [any vacancy in the office of the President or any members]5 or any defect in the constitution thereof.
