Section 26. Certain proceeding not to be invalidated

26- No act or proceeding of the {***}1 {the Board}2 shall be deemed to be invalid merely on the ground of -- (a) any vacancy or defect in the constitution of [***]1 [the Board]6; or (b) any defect or irregularity in the appointment of a person acting as a member thereof; (c) any defect or irregularity in such act or proceeding not affecting the substance.
