25- Where any person manufactures, repairs or sells any [***]1 weight or measure or weighing or meaning instrument [or any part thereof]3 without obtaining a licence as required by section 12, shall be punishable with imprisonment for a period which may extend to three months, or with fine which may extend to five hundred rupees or, with both.
