Section 13. Constitution of Special Tribunals.

13. (1) The Special Tribunal constituted under this Act shall consist of three persons each of whom shall be a person who— (a) is or has been a Judge of a High Court or a Sessions Judge or an Additional Sessions Judge; or (b) is qualified for appointment as a Judge of a High Court : Provided that the appointment to a Special Tribunal of any person not qualified under clause (a) shall be made in consultation with the High Court. (2) The Provincial Government shall appoint one of the members to be the President of the Special Tribunal.
