18. Subject to such rules as may be made under section 17, the Board may, with the previous sanction of the Provincial Government, make regulations to provide for all or any of the following matters, namely :— (a) the appointment of dates, times and places for meetings of the Board and of the Committees, the manner in which such meetings shall be convened, the quorum necessary for transaction of business and the procedure at such meetings, (b) defining the powers and duties of the Secretary of the Board.
