3. Notwithstanding anything contained in any other law for the time being in force, it shall be lawful for any Magistrate of the first class and for any Presidency Magistrate to pass a sentence of fine exceeding one thousand rupees on any person convicted of any offence which has been made punishable with enhanced fine by this Act.
