Section 25. Power to remove difficulties.

25. If any difficulty arises in giving effects to the provisions of this Act, the State Government may, by order, make such other provisions or give such direction, not inconsistent with the provision of this Act, as appear to it to be necessary or expedient for the removal of difficulty.
