Section 45. Removal of difficulties

45. If any difficulty arises as to the first constitution or reconstitution of any authority of the University after e commencement of this Act or otherwise in first giving effec the provisions of this Act, the State Government may by o do anything which appears to them necessary for the purpos removing the difficulties.
