21. Other Officers.- The appointment of other officers of the University referred to in section 11 shall be made in such manner and the conditions of their service and their powers and duties shall be such as may be prescribed by the Statutes and Regulations: Provided that such post which in the sanctioned set-up of Mahatma Gandhi Udyanikee Avam Vanikee Vishwavidyalaya are to be filled on deputation shall be filled by the State Government.
