18. Procedure at meetings of Council.— (1) Every meeting shall be presided over by the President or in his absence by the Vice-President. (2) If, at a meeting, neither the President nor the Vice-President is present, the members present shall elect one of the members present to be the President of the meeting and such President shall perform all the duties and may exercise all the powers of the President of the Council when presiding at such meeting. (3) All questions at a meeting of the Council shall be decided by majority of votes of the members present and voting. (4) In case of an equality of votes, the President of the meeting shall have a second or casting vote. (5) In order to constitute a meeting of the Council, four members present shall form its quorum.
