19. The minute book and resolutions.— (1) The names of the members present, the proceedings held and resolutions passed at a meeting of the Council shall be entered in a book to be called the minute book. (2) The minutes shall be read out at the meeting, or the next ensuing meeting and after being passed as correct by the members (or a majority of them) present at the meeting, shall be certified as passed under the signature of the President of the meeting at which it is passed. (3) A copy of the proceedings of every meeting of the Council shall, within fifteen days from the date of meeting, be forwarded to the Government or any other authority appointed by it in this behalf.
