22. Punishment for fraudulent purchases of medicines.- Whoever, being responsible for the purchase of medicines or medical equipments fraudulently purchases medicines or equipments which are sub-standard or spurious or below specification shall be punished with imprisonment of either description which shall not be less than one year but which may extend to three years and shall also be liable to fine : Provided that the court may, for any special reason to be recorded in writing, impose a sentence of imprisonment of less than one year.
