23. Punishment for sale of liquor unfit for human consumption and failure to check sale of illicit liquor.- Whoever, being duty bound to check and prevent the sale of illicit liquor, knowingly omits to check and report, connives or abets the commission of offence of sale of illicit liquor shall be punished with imprisonment of either description which may extend to three years, or with both.
