28. Proceedings not invalidated by reason of vacancies and irregularities. No act or proceedings of the Board or of a committee appointed by it shall be invalidated merely by reason of a vacancy or vacancies among its members, or by reason of a defect in its constitution or an irregularity in procedure not affecting the merits of the case.
