200. Building operations, quashing, blasting or cutting timber. Whoever quarries, blasts, cuts timber or carries on building operations in such a manner as to cause, or to be likely to cause, danger to persons passing by or dwelling or working in the neighbourhood shall be punishable with a fine which shall not be less than two hundred rupees and more than one thousand rupees.
