Section 21. Delegation of powers and functions by Board.

21. Delegation of powers and functions by Board. (1) The Board may delegate any of its powers and functions including financial powers to the Chairperson of the Board by a resolution adopted by it in this behalf. (2) The Board may also delegate any of its powers and functions to the Secretary or any officer of the Board by a resolution adopted by it in this behalf.
