Section 247. Payment of compensation.

247. Payment of compensation.— The Council may, in its discretion, give compensation to any person who sustains substantial loss or damage by reason of any action taken or required to be taken under sections 242, 243, 244 and 245, but except as allowed by the Council, no claim for compensation shall lie for any loss or damage caused by the exercise of any of the powers specified in the aforesaid sections.
