138. Delegation of duties, etc.— (1) 7[The Zilla Parishad or the Panchayat Samiti may delegate to any of its presiding authorities or any officer], the duties of encouraging the establishment and fostering the development of panchayats and of assisting panchayats in the proper exercise of the powers and performance of the duties conferred or imposed by or under this Act. (2) It shall be competent to the 8[Zilla Parishad or Panchayat Samiti] to accept and utilise in an honorary capacity, in the performance of any of the duties which may be delegated under sub-section (1), the services of any person who in the opinion of 9[such Zilla Parishad or as the case may be, Panchayat Samiti] is specially fitted to assist it in this behalf.
