Section 208. Suit for establishing right to levy fees.

208. Suit for establishing right to levy fees.—Any person aggrieved by an order refusing to grant a certificate under section 206 may, within six months from the date of such order, institute a suit to establish the right which he claims, and subject to the result of such suit, such order shall be final.
