Section 39. Bar on jurisdiction of Court.

39. No court shall entertain any suit, application or other proceedings in respect of any notice or order under this Act until the person aggrieved by such notice or order has exhausted all remedies, including the right to show-cause and the right to appeal, available to him by or under this Act.
