Section 9. Vacancy to be filled.

9. Any vacancy in the office of a member due to death, resignation or removal or becoming incapable of acting as such shall be filled by the Government, by appointment of a person thereto, who shall hold office so long only as the member in whose place he is appointed would have held it if the vacancy had not occurred.
