20. Preparation of Development Scheme Plans The Authority, by themselves or in collaboration with one or more of the participating authorities and local bodies concerned, as the case may be, formulate development scheme for one or more elements of the Regional Plan or functional plan and the Authority may either execute the scheme itself or assign execution to any suitable agency, local body, development authority or a Government department.
