[77- The Bench shall choose one of the members to be the Chairman of that Bench who shall conduct the proceedings. Provided that where the Sarpanch or the Sahayak Sarpanch is a member of the Bench he, and where both of them are members of the same Bench the Sarpanch shall be the Chairman.]7
