Section 13. When election of Sabhasads to be deemed completed

13- For the purposes of [the election of]5 [***]3 Upa Nagar-Pramukh]5 the election of [***]9 the Sabhasads shall, notwithstanding any scat remaining unfilled, be deemed to be completed if at least four-fifths of the total number of Sabhasads fixed under section 6 have been elected.
